Refinish Materials and Paint Procedures: What Actually Governs the Paint on Your Car
Short answer: three different authorities govern the paint on your car, and they are not interchangeable: the paint maker’s technical data sheet governs the materials, the vehicle manufacturer’s procedures govern what may be done to that model, and I-CAR only certifies that the people were trained. Colour match is the weakest test: the failures that matter (film build, cure time, the corrosion barrier, the radar behind a freshly painted bumper cover), are invisible at delivery. Ask which system the shop sprays, where its procedures come from, whether any painted panel covers a sensor, and what paperwork comes back with the car.
Most people judge a paint job by standing back and looking at it. That tells you about the colour and the polish. It tells you almost nothing about whether the coating will still be attached in five years, whether it will behave correctly in the next crash, or whether the radar behind the bumper can still see through it.
Refinish work is one of the most procedure-governed things a body shop does, and almost none of what governs it is visible in the finished panel. Here is who actually sets the rules, and what a shop following them produces on paper.
Three different authorities, and they are not interchangeable
People say "the paint spec" as if it were one document. It is three, and they answer different questions.
The paint manufacturer's technical data sheet (TDS) governs the materials. Every primer, sealer, basecoat, clearcoat and reducer in a refinish system has a published TDS from the company that made it, and it is the binding document for how that product is used: mixing ratio, induction time, film build in mils, flash time between coats, spray gun setup, cure schedule, temperature and humidity windows, and how many coats are permitted. Products from the same manufacturer are engineered as a system, which is why mixing a primer from one line with a clearcoat from another is not a preference; it is outside what either maker tested.
The vehicle manufacturer's position statements and repair procedures govern what may be done to that vehicle. Which panels may be refinished at all, whether a part arrives with e-coat that must not be sanded through, restrictions on refinishing plastic bumper covers that cover radar, aluminium isolation requirements, and corrosion protection that must be restored after welding or sanding. These are per-make and often per-model.
I-CAR governs neither. It is a training and credentialing organisation for the people doing the work: refinish technician roles, Gold Class shop recognition, and course material on how to apply the above correctly. A shop being I-CAR trained means its people were taught the method. It does not replace the TDS or the OEM procedure, and no I-CAR credential authorises departing from either.
If a shop tells you it "follows I-CAR" and cannot tell you which paint system it sprays or where it gets OEM procedures, those are three different answers to three different questions and you have only received one.
Where these documents actually live
None of this is secret, and none of it is ours to republish. Go to the source:
- Paint TDS: published by the refinish manufacturer (BASF, PPG, Axalta, Sherwin-Williams, AkzoNobel and others) on their own technical sites, per product line. A shop that sprays a system will have these.
- OEM repair procedures and position statements, via each manufacturer's technical information service. Many position statements are published openly; the full procedures are subscription-based, which is itself a reason to ask whether a shop subscribes.
- I-CAR: course catalogue, role definitions and the Gold Class shop locator at i-car.com. The locator is the authoritative check on whether a shop's credential is real and current.
We deliberately do not reproduce any of it here. These are living documents that change, they belong to the organisations that maintain them, and a stale copy of a paint procedure is worse than no copy.
Why "it matches" is the weakest test
Colour match is a real skill and a genuinely hard one, modern effect finishes with metallic and pearl layers vary by spray angle, and blending into adjacent panels is craft. But colour is the part you can see, which means it is the part that gets attention whether or not the rest was done.
The failures that matter are invisible on delivery:
- Film build outside the specified range. Too thin and the coating loses UV and corrosion protection. Too thick and it becomes brittle, chips at the edges, and behaves badly under impact.
- Insufficient flash or cure time. Solvent trapped under a clearcoat leaves a finish that looks correct on collection and dies within a year.
- Corrosion protection not restored. Sanding through e-coat or welding a panel destroys the factory corrosion barrier. If it is not rebuilt to procedure, rust starts underneath the paint and surfaces years later.
- Wrong substrate preparation. Bare aluminium, galvanised steel, e-coated replacement panels and flexible plastics each require different primers. Using one product across all of them is faster and wrong.
The ADAS problem sitting under the bumper cover
This is the newest reason paint procedure stopped being cosmetic.
On a vehicle built in the last several years, the front bumper cover frequently sits directly in front of the forward radar, and the emblem or grille may house it. Radar has to see through whatever is painted on that surface. Several manufacturers therefore restrict what may be applied over a radar cover: total film build, and in particular metallic content, because metal flake in a basecoat can attenuate or scatter the signal.
The consequence is that a repair which is cosmetically trivial can be technically significant. The same scuff on the same panel is a paint job on a 2016 car and a paint-plus-calibration event on a 2024 one. A shop that refinishes a radar-covering panel to the wrong film build may hand back a car that looks perfect and whose adaptive cruise misjudges distance.
If your repair involved a bumper cover, grille, emblem or windshield, ADAS calibration is part of the same conversation as the paint.
What to ask, and what you should receive
Four questions, and none of them require you to know anything about chemistry:
- "Which refinish system do you spray, and are you using it as a complete system?" A straight answer names a manufacturer and a product line.
- "Where do you get the repair procedures for my make?" You are listening for a manufacturer information subscription, not "we know these cars."
- "Does any panel you are refinishing sit over a sensor?" If yes, ask what the manufacturer restricts and whether calibration follows.
- "What documentation comes with the car?" Refinish work should be reflected in the repair order, along with pre- and post-repair scans and any calibration reports where sensors were involved.
A shop that answers these easily is telling you it works to documents. A shop that answers all four with reassurance about experience may still do excellent work, but you have no way to check, and neither will the next owner.
What we can and cannot verify
We can tell you whether a shop's I-CAR or manufacturer certification appears in the certifying organisation's own locator, and we show credentials a shop advertises but that we cannot corroborate separately, marked as website-reported. That is a real check and it is the one most directories skip.
We cannot tell you whether the technician who earned a refinish credential still works there, whether the booth is in calibration, or whether the TDS was followed on your car. No public record contains any of that. The questions above are how you find out, and the documentation is how you prove it afterwards.
