Estimate Line Items Decoded: Labour Types, Part Codes and the Operations People Miss
Short answer: most estimate disputes are not about the total; they are about a single line: which of the four labour types an operation is written under, what the part-code letters mean (OEM, aftermarket, recycled, opt-OEM), and above all what is missing. Scans, calibration, corrosion-protection materials, structural measurement, blend panels and one-time-use fasteners are the operations most often never entered at all. Read the estimate for absences, not for what looks expensive.
The beginner's version of this covers the shape of an estimate. This one goes line by line, because most disputes are not about the total; they are about a single operation that is present, absent, or priced under the wrong labour type.
An estimate is not a quote. It is a list of operations with a time value against each, produced in one of three estimating systems, and it is a negotiating document as much as a description of work.
The four labour types, and why the split matters
Every labour line is categorised, and each category bills at a different rate:
- Body: removing, replacing, straightening and fitting panels.
- Refinish: preparation, priming, colour and clear.
- Mechanical: suspension, cooling, electrical, air conditioning.
- Frame / structural: setup on the bench, measuring, pulling.
Two things follow. First, the same physical job priced under a cheaper labour type costs less without anyone changing what is done, so a repair that should carry frame labour but is written as body labour is quietly under-scoped. Second, some insurers cap rates by type in a given market, so where a line sits determines what gets paid.
Part codes: what the letters mean
Estimating systems mark every part with an origin code. The exact letters vary by system, but the categories are consistent:
- OEM / new original: from the vehicle manufacturer, in their box.
- A / aftermarket: new, made by a third party. Quality genuinely varies; some are certified by a third-party programme, many are not.
- LKQ / recycled: a used original part from a salvage vehicle. Genuine OEM metal, unknown history.
- Reconditioned / repaired: a damaged original that has been straightened or refinished.
- Opt-OEM / alt-OEM: a genuine part supplied through a discount programme.
Your policy language, not the shop, usually decides what is permitted. Many policies allow non-OEM parts on vehicles over a certain age. Some states require disclosure and consent for aftermarket parts on newer vehicles. If the parts line matters to you, that argument belongs at the estimate stage, not at collection.
Betterment
If a repair replaces a worn part with a new one, some insurers deduct betterment, a share charged to you on the theory that you have gained something. It appears most on tyres, batteries, exhaust components and convertible tops.
It is legitimate in principle and routinely applied more broadly than it should be. Ask what it was calculated against.
Two states, Missouri and Washington, have written down what "calculated against" is allowed to mean, and the limits are worth understanding even if you do not live in either.
Washington bounds both what it may be taken on and how much. It is an unfair practice there to fail to limit betterment and depreciation "to parts normally subject to repair and replacement during the useful life of the loss vehicle." Read that clause on its own first: betterment belongs on wear items. A part the car would never have needed replaced in its ordinary life is not a candidate for it at all.
Then the amount. Deductions "are limited to the lesser of: (a) An increase in the actual cash value of the loss vehicle caused by the replacement of the part; or (b) An amount equal to the value of the expired life of the part to be repaired or replaced when compared to the normal useful life of that part." That is WAC 284-30-390(7), read in full.
Both halves do work. The first ties the deduction to whether your car is genuinely worth more afterwards, which for one new tyre on a ten-year-old vehicle is usually close to nothing. The second is proportional: a part two years into a ten-year service life has a fifth of its life expired, not all of it.
Missouri does not cap the number, but it binds the paperwork. "When the amount claimed is reduced because of betterment or depreciation, all information for the reduction shall be contained in the claim file. These reductions shall be itemized and appropriate in amount." (20 CSR 100-1.050(2)(E).) "Itemized" and "appropriate in amount" are the words to quote when you are handed a lump-sum deduction with no working shown. They are not abstract: a Missouri examination found one carrier failing exactly that duty across 78 claims, and the examiners recorded that they could not tell whether the reductions were appropriate because nothing was itemised. The honest limit. These are those two states, read in full, and neither hands you something you can enforce at the counter. They are standards a regulator enforces, which makes them the substance of a complaint rather than a lever. What they give you everywhere is the shape of the right question. Not "why is there betterment," but: which part, what is its normal useful life, how much of that life was already expired, and how much did replacing it actually raise the value of the car?
Blend versus full refinish
The single most common quiet disagreement.
Refinishing a panel means the whole panel is prepared and painted. Blending means colour is faded into an adjacent panel so the repair is invisible against it, necessary on almost any metallic or pearl finish, because a perfectly mixed colour still will not match an aged panel exactly.
The dispute is over time. Blend operations are often paid at a fraction of full refinish time, and shops argue that fraction does not reflect the work, particularly on tri-coats. Watch for whether the adjacent panels needed for a proper blend appear at all.
Operations that are "included": and the ones that are not
Every estimating system publishes a procedure guide stating which operations are already built into a labour time and which must be added separately. This is where experienced estimators and inexperienced ones differ most, and it is the source of a great many supplements.
Commonly not included, and therefore missing when nobody adds them: cover and mask, colour tinting, corrosion protection materials, seam sealer, cavity wax, feather-prime-block, hazardous waste disposal, weld-through primer, test drives, and pre- and post-repair scans.
Their absence rarely means fraud. It usually means the line was never entered. Which is exactly why reading for what is missing is more useful than reading for what looks expensive.

The lines whose absence matters most
Run down the estimate looking for these. If the repair plausibly needed one and it is not there, ask:
- Pre- and post-repair scan. Almost any modern vehicle should have both.
- ADAS calibration, if a bumper, windshield, mirror, grille or suspension was touched.
- Corrosion protection materials on any welded or replaced panel.
- Structural measurement, before and after, on anything structural.
- Clear coat on adjacent panels where a blend was performed.
- One-time-use fasteners: many manufacturers require replacement of specific bolts, clips and rivets rather than reuse.
Supplements are normal; silence is not
Almost every genuine repair produces a supplement once the vehicle is apart, because damage behind a bumper cover or inside a quarter is not visible until it comes off. A supplement is usually evidence that somebody looked properly.
What is not normal is learning about one at collection. Ask at drop-off how supplements are communicated and who authorises them.
What to actually do with all this
You are not going to out-argue an estimator on labour times, and you should not try. What this reading gets you is the ability to ask three specific questions instead of a vague one:
- "Which lines here are operations you'd expect to add that the system didn't include?"
- "Is anything on this repair being written under body labour that should be frame?"
- "What parts are non-OEM, and does my policy actually require that?"
A shop that welcomes those questions is a shop working from procedure. That is the thing worth finding.
